The town of Westwood has posted an Opinion to Town Counsel Regarding the Special Town Meeting Citizens Petition where you can see an outside counsel's opinion (including references to relevant caselaw) related to the Special Town Meeting.
They believe the outcome of the Special Town Meeting to be non-binding.
